The United Kingdom and France to Deploy Forces to Ukraine if a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the positioning of troops in the nation if a ceasefire be struck with Moscow, the British leader, Keir Starmer, has declared.

After discussions with Kyiv's partners in Paris, he indicated that the UK and France would "create military hubs throughout Ukraine and construct protected structures for arms and equipment" to deter any potential attack.

The allied nations also suggested that the US would assume leadership in monitoring a halt in hostilities.

The Kremlin has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet commented on this new development.

Background and Continuing War

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russia at this time holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the foreseeable future," stated the UK Prime Minister.

Heads of state and senior officials from the "Allied Coalition" participated in Tuesday's talks.

He stated at a combined announcement, the Prime Minister added: "It establishes the framework for the legal framework under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the years ahead."

The British leader added that Britain would be involved in any American-headed monitoring of a potential cessation of hostilities.

Defense Assurances and Negotiation Stances

Senior Washington representative Steve Witkoff said that "lasting safety pledges and strong reconstruction vows are critical to a permanent resolution" in Ukraine – referring to a major condition made by Ukraine.

He noted the coalition had "substantially agreed on" their work on establishing such assurances "in order that the Ukrainian people know that when this conflict ends, it ends forever."

The former US envoy, former American President Donald Trump's representative, also was involved in the negotiations.

Separately, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable headway" at the meeting.

He said that "robust" security guarantees for the Ukrainian government had been agreed in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky commented that a "huge step forward" had been made in Paris, but cautioned that he would only view efforts to be "adequate" if they led to the conclusion of the war.

Earlier, he suggested a settlement was "mostly finalized". Agreeing on the remaining 10% would "decide the future of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the heart of key disagreements for negotiators.
  • The Russian President has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any concession over how to finish the war.
  • The Ukrainian President has so far excluded ceding any territory, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia reciprocates.

Moscow presently holds approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the area of Donbas.

The earlier US-led 28-point peace plan that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being strongly biased in Moscow's direction.

This triggered a period of intensive diplomacy – with the involved parties trying to amend the draft.

Recently, Ukraine submitted the US an updated framework – as well as separate documents outlining prospective defense assurances and provisions for Ukraine's rebuilding, the President stated.
